UK Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Balance Books

According to a latest survey of local authorities, English councils are planning to sell community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Growing Financial Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in the UK reported that six out of ten of local authorities are planning to sell assets to meet the escalating costs of adult and children’s social care.

Councils have in the past come under fire for selling public land and land to shore up their finances, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

This coalition noted that a high proportion of councils seeking to generate funds from a fire sale of holdings represented “a clear change from 2024, when the majority (six in ten) of local leaders stated they would focus on service redesigns and using financial reserves to manage growing financial challenges.”

Detailed Cases of Planned Disposals

One local authority in Kent said its asset disposal plan included the sale of a shopping centre in a local town and a community venue in Rochester to raise £20m over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for the authority, will also be disposed of under the plan.

Council Tax Rises and Broader Financial Pressures

The survey of local authorities in the key cities group, which covers several urban centers, further found that over seven in ten of councils will need to raise council taxes next April to address the rising cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

Medway council said it will press ahead with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to deliver both improved services and cost efficiency,” stated Vince Maple.

He added: “There are population challenges which will persist to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

A survey of county councils recently further found council budgets being stretched by the growing number of young people and adults requiring special educational assistance.

A network of councils said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Government officials have put off planned reforms to the special educational needs framework until next year after a policy document setting out those reforms has been postponed.

Disadvantage and Funding Gaps

According to the most recent deprivation measures (IMD) for UK local authorities, many key cities members were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest deprivation indices,” said the report.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of the nation. The data underscores the scale of challenges confronting local leaders across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that reflects and addresses the real levels of disadvantage and demand,” stated Michael Mordey.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened care services in the past 12 months, the survey revealed.
